Not strictly true, they will only unlock after you beat the city champ, but I believe the game starts counting wins towards unlocking the champ races once the group 4 cars unlock, which would explain why people usually only have problems getting the muscle and tuner champs to call. Also, chances are you will get them in same car especially if your spamming the arcade mode for wins , but you dont NEED the 35 wins in the same car, just 35 wins will do.
